Management​

Poseidon’s management team includes highly qualified professionals with expertise managing all aspects of the water business including engineering, development, water quality and site assessment, permitting, construction and structured financing of large infrastructure projects. The current senior management team has developed, financed, and constructed over $10 billion in infrastructure projects.
CARLOS RIVA: CHIEF EXECUTIVE OFFICER

​Carlos Riva joined Poseidon as the Chief Executive Officer and a member of the Board of Directors in 2011.

Mr. Riva has over 25 years of experience in infrastructure project development and finance. He has extensive knowledge in growing new companies and leading technologically sophisticated businesses in the fields of renewable energy, electric power generation, biotechnology, engineering, and construction.

Prior to joining Poseidon, Mr. Riva was the President and Chief Executive Officer of Verenium Corporation, an industrial biotechnology company dedicated to commercializing next generation biofuels and specialty enzymes. Previously, he was Chief Executive of Amec Group, Ltd. a major British engineering and construction firm. Mr. Riva has also had extensive experience in the electric power industry, having served as the founding Chief Executive of Intergen and as President of J. Makowski Company, developer of the first independent power project in the United States. In these roles, he oversaw the development of over 17,000 megawatts of greenfield electric power generation projects worldwide.

Mr. Riva holds B.S. in Civil Engineering from Massachusetts Institute of Technology, an M.S. in Civil Engineering from Stanford University and an MBA from Harvard Business School.

PETER MACLAGGAN: SENIOR VICE PRESIDENT OF CALIFORNIA – PROJECT DEVELOPMENT

​Mr. MacLaggan has over 20 years of experience in water resources planning and management including development of several large-scale seawater desalination projects in California. Prior to joining Poseidon, he served as Executive Director of the California Water Reuse Association, Director of Water Resources at the San Diego County Water Authority and an independent water resources consultant.

Mr. MacLaggan holds a B.S. in Civil Engineering from San Diego State University and a J. D. from the University of San Diego School of Law. He is a registered civil engineer and a member of the California State Bar.

SCOTT MALONI: VICE PRESIDENT - PROJECT DEVELOPMENT

​Mr. Maloni is a public affairs specialist with seventeen years of professional experience in media relations, and government advocacy, crisis communications, and national and local political campaigns. He is responsible for corporate public affairs and managing project development in the State of California. Mr. Maloni attended school in Providence, Rhode Island, and graduated from Brown University with a Bachelor of Arts in Public Policy.

SACHIN CHAWLA: PRESIDENT OF POSEIDON RESOURCES (CHANNELSIDE) LP

​Mr. Chawla has more than 17 years of progressive leadership experience in management, operations, maintenance, and administration of multiple water and wastewater facilities using the public private partnership approach. Based in Poseidon’s Carlsbad Office, Mr. Chawla serves as the President of Poseidon Resources (Channelside) LP, a Poseidon Water Company for the Carlsbad Desalination Project.  

​Prior to joining Poseidon in 2017, Mr. Chawla spent 12 years at Veolia North America and was the Vice President of Operations for the municipal and commercial operations of Veolia Water North America – West, LLC. In this role, he provided strategic leadership and vision for the region while directing and overseeing the operational activities and driving efficiency for multiple water, wastewater, recycled water, and energy facilities in California and Nevada.

​Mr. Chawla holds a B.E in Chemical Engineering from Manipal Institute of Technology, India and a M.S in Environmental Science and Engineering from OGI School of Science Engineering at Oregon Health and Science University, Portland. 

JESSICA JONES: DIRECTOR OF COMMUNICATIONS
Jessica Jones
Ms. Jones has been leading the media relations, outreach, community education and other development activities for the Carlsbad and Huntington Beach Desalination Plants since 2000. 
 
Ms. Jones is on the Board of the Carlsbad Chamber of Commerce, a member of the Carlsbad Hi-Noon Rotary, SD League of Women’s Voters and CalDesal. 
 
Ms. Jones received her business degree from Babson College in Wellesley, Massachusetts and currently resides in Carlsbad, California with her family.

KEITH BUKOWSKI: CORPORATE CONTROLLER

Mr. Bukowski has 13 years’ experience in public accounting, as well as in the tech industry, with a breadth of experiences in technical accounting, transactional, acquisitions and foreign operations.  
 
Most recently Mr. Bukowski was with Qualcomm where he was a Senior Manager of Accounting and managed a series of different responsibilities.
 
Mr. Bukowski is a licensed CPA in the State of California and Michigan and a graduate of Western Michigan University, where he received a BA in Accounting, a BA in Financial Planning, and a Minor in General Business.

James Golden: Manager – Project Development

Mr. Golden joined Poseidon’s project development team in 2017 and works to develop and manage new equity investment opportunities. He serves as the Assistant Project Manager on Poseidon’s Huntington Beach Desalination Project as well as the company’s liaison with the National Alliance for Water Innovation, of which Poseidon was a founding member. Mr. Golden has significant experience evaluating investment opportunities, structuring highly competitive infrastructure teams, and coordinating the preparation and submission of project proposals. Additionally, he coordinates Poseidon’s research and technology piloting initiatives at the company’s Carlsbad Desalination Plant. Prior to joining Poseidon, Mr. Golden was the Executive Director of Aquality International – a non-profit organization that partnered with U.S. and local universities to conduct research and build community water treatment centers across Latin America. Mr. Golden has a Bachelor of Science in Electrical Engineering from Harvard University and currently resides in Portsmouth, New Hampshire.
